Basically "Metrics" refers to measurements.

The metrics are required across multiple areas within program to perform quantiative measurements. Ie. Benefits management, stakeholder management etc.

For example: Program status reports will be developed based on the identified metrics to measure the program progress.

Metrics can be set to measure Stakeholder engagement based on the stakeholder participation in meetings, frequency of communication with program team, activeness in involvement, response rate etc.
