The purpose of "Resource planning" process is to determine which resources are needed (based on the skill, education qualification, experience level etc,) when needed, what quantities etc. will be identified and documented in "program resource plan". Once done, the next process will be "resource prioritization" the intention of this process is to prioritize critical resources in line with the program master schedule. For exmaple: When it comes to critical path activities, its ideal to put the best experienced resources assigned to those activities to avoid slippage. The outcome of this exercise may most likely result in updates to the "program resource plan" created in the earlier process. Basically Program resource plan is a living document and updated based on the planning process in a progressive elaboration mode.
