First of all,

WBS (Work Breakdown structure) - Contains the hierarchical decomposition of the total project scope (as per PMBok)

Please note: In order to create WBS there are several activities to be performed: I.e "collect requirements", then "define scope", then "estimate activity resources & duration". Then the WBS will be created as an output which is considered to be a stage where "scope" gets base-lined. Hence if some thing is not there in WBS then its not a part of the project.

In the similar context:

PWBS (Prorgram Work Breakdown structure) - Contains the hierarchical decomposition of the total program scope (as per SPM)

To create a detailed project schedule "WBS" is basically considered as a key input.

Similarly "PWBS" is a key input to create Program master schedule.
