This has to be understood from the complete context. The statement refers to the supporting capabilities commonly created by the progrm governance functions. There are totally 5 mentioned as per SPM V3. Two of them are,

Program Management Information Systemts (PMIS) Program Management knowledge Management (PMkM)

PMIS focuses on the best use of technology / software to manage programs & maintain the artifacts related through the program. For example: Using Clarity software to manage all programs across organization

PMkM Focuses on the effective knowledge sharing done through PMIS For example: Buidling a known error database (ked) by consolidating all the known errors with solutions, Setting a FAQ page to answer the repeated queries etc.
