Please beware of the difference between the Program Plan and the Program Management Plan. Program Plan is an artifact created during the Program Formulation phase and is a high-level artifact, in that, it includes the program mission, vision, goals, objectives, success criteria etc.

It would be inappropriate to call this the 'high-level Program Plan' since the Program Plan itself is a high-level document and there is nothing like a detailed Program Plan. The detailed document is the Program Management Plan.

Program management plan contains the complete planning elements of all subsidary planning elements put in together and its very detailed in nature and this artifact is developed from the program plan through progressive elaboration process and done during PROGRAM PREPARATION PHASE
